Deborah HOE is an Associate Director of the Firm and her main areas of practice lie in arbitration, litigation and front-end advisory work. As one of the select practitioners appointed as a Building and Construction Specialist by the Singapore Academy of Law, she is recognised for her strong expertise in construction, engineering and infrastructure projects.
Deborah represents clients in international and domestic arbitrations and regularly acts as lead counsel in adjudications under the Building and Construction Security of Payment Act 2004. Deborah has also appeared at all levels of the Singapore Courts and is experienced in resolving high value disputes through alternative dispute resolution processes such as mediations.
Deborah is also proficient in drafting and negotiating contracts encompassing all aspects of construction, engineering and infrastructure projects, including those based on standard forms such as SIA, PSSCOC, REDAS, FIDIC and NEC. She advises on claims that arise throughout the life cycle of a project, such as issues of variations, delays, defective work, default and termination. Her portfolio spans transport and road infrastructure, private education institutions, water and land reclamation, port and waste management facilities, data centres, large scale residential condominiums, office buildings, airport terminals and hospitals. 
Prior to joining the Firm, Deborah worked in one of Singapore's Big 4 law firms. In 2019, she was placed on a secondment to one of Japan's top international law firms, where she worked on cross-border corporate matters and disputes as a foreign lawyer.
Deborah graduated from the SMU School of Law with an LL.B, Magna Cum Laude (High Distinction) under a full scholarship awarded by SMU. She placed on the Dean’s List for outstanding academic performance and represented the school in local mooting competitions.
Beyond practice, Deborah serves on the Law Society’s Civil Practice Committee and as an Alumni-mentor in the SMU Mentoring Navigator Programme. She also speaks on recent legal developments at seminars and lectures hosted by professional bodies.
