Deborah HOE is an Associate Director of the Firm. Her practice spans a wide range of dispute resolution and front-end work, particularly in the construction, infrastructure and projects sectors.
Deborah has represented clients in complex multimillion-dollar disputes both domestically and internationally, including claims pertaining to breaches of contract, delays, termination, defects and loss of profits. She has acted in international and domestic arbitrations administered by ICC, SIAC and SIA, and regularly acts as lead counsel in adjudications under the Building and Construction Industry Security of Payment Act 2004 for both claimants and respondents. She has appeared at all levels of the Singapore Courts and represented clients in multiple mediations conducted by the Singapore Mediation Centre.
Deborah’s practice also focuses on front-end and project advisory matters, such as drafting, reviewing and negotiating tender documentation, consortium agreements and contracts based on standard forms such as SIA, PSSCOC, REDAS and FIDIC. She has vast experience advising on projects of varying magnitudes, ranging from transport and road infrastructure, water and land reclamation, port and waste management facilities, data centres, condominiums, residential and office buildings to airport terminals and hospitals.
Prior to joining the Firm, Deborah trained and practised in one of the Big 4 law firms in Singapore in its infrastructure, construction and engineering department. In 2019, Deborah was privileged to be placed in a three-month secondment to one of Japan’s biggest international law firms, where she worked on cross-border corporate matters, international disputes and advised on Singapore law.
Beyond her practice, Deborah speaks at seminars on recent legal developments that affect developers, contractors and consultants and is a Trainer with the Singapore Contractors Association Limited Academy. She also volunteers as an Alumni-mentor in the SMU Mentoring Navigator Programme 2024.
Deborah graduated from Singapore Management University School of Law (LL. B, Magna Cum Laude) in 2016 and was awarded the SMU Scholarship under the SMU Scholars’ Programme for the full duration of her course. She placed on the SMU School of Law Dean’s List for outstanding academic performance and represented the school in local mooting competitions.
