Dispute Resolution  

​

• Successfully representing a Thai joint venture company in ICC international arbitration proceedings involving a multibillion-baht dispute concerning delay, termination, disruption and defects, arising out of the construction of a Waste-to-Energy power plant project valued at approximately THB$1.8 billion (based on the FIDIC form).  

 

• Acting for a leading Chinese main contractor in an SIAC international arbitration concerning claims for damages for delays and wrongful termination arising out of a contract (based on the FIDIC form) governed by Cambodian law for the construction of a major commercial mixed-development project in Phnom Penh, Cambodia valued at approximately USD185 million, with an estimated disputed amount in the excess of US$100 million. 

 

• Successfully representing a leading developer in an SIAC international arbitration under the expedited procedure concerning a dispute of more than USD1.2million involving issues of alleged mistake, misrepresentation and conspiracy for a project in the Maldives. 

 

• Successfully representing a leading main contractor in an SIAC arbitration concerning delay, liquidated damages, variation claims, defects and loss and expense for the additions and alterations to a high-rise commercial office building, for a disputed sum of more than S$15 million.  ​

 

• Acting for and representing an electrical contractor in an SIAC arbitration against a sub-contractor concerning claims for abandonment and delays, overpayment of claims for variations and original contract works in an earlier adjudication and backcharges arising out of electrical works for a data centre project, for a disputed sum of more than S$14 million.

• Successfully representing Far East Square Pte Ltd to set aside an adjudication determination in the landmark Court of Appeal decision on the grounds that the payment claim was invalid and outside the purview of the SOP Act (see Far East Square Pte Ltd v Yau Lee Construction (Singapore) Pte Ltd [2019] 2 SLR 189 and related judgment in Yau Lee Construction (Singapore) Pte Ltd v Far East Square Pte Ltd and another matter [2018] SGHCR 11).

• Successfully representing E C Prime Pte Ltd to defend against claims for alleged misrepresentation in the sale and purchase of property for the disputed sum of S$12 million in the High Court succeeded in striking out personal claims against the directors in their entirety (see Jin Ling Enterprise Pte Ltd v E C Prime Pte Ltd [2019] SGHC 209).

• Successfully representing a main contractor in an originating application to set aside a portion of an arbitration award (which was in the sum of more than S$4.5million) on the grounds that portions of the arbitration award relating to findings on defects were made in breach of natural justice, affected or induced by fraud or against public policy (see DOM v DON [2025] SGHC 103).

• Successfully representing an electrical contractor to obtain a stay application in the High Court in respect of the enforcement of an adjudication determination in the value of more than S$1.7million on the basis of the COVID-19 Temporary Measures Act 2020 as well as on the grounds of the sub-contractor’s insolvency.

Front-End Documentation and Project Advisory

​

• Advising Pontiac Land Group in its development of the Rah Falhu Huraa Islands in the Maldives in the estimated value of US$500 million. Deborah’s involvement includes advising on agreements based on the FIDIC standard forms of contract and project advisory work for the Development.  

 

• Advising Oil and Pipelines Agency (a statutory corporation of the Ministry of Defence in the United Kingdom (MoD)), on reviewing its NEC4 forms of contract for use in Singapore for the Senoko Oil Fuel Depot and advising on project-related matters, which forms part of £194 million tender issued by the MoD for the Singapore Fuels Project 2 (SFP2). 

 

• Key lawyer who was part of the legal team empanelled with Ministry of Health in reviewing front-end documentation and advisory works, in respect of numerous health and medical infrastructure and facilities in Singapore.

• Advising one of three members within a joint venture consortium which was awarded the main contract of approximately S$1.5 billion in respect of the development and construction of an integrated waste management facility.

• Advising a private education institution in providing advisory works (including risk mitigation measures) and reviewing contractual and tender documents in respect of its S$400 million campus upgrading project in Singapore.

• Advising and reviewing of contractual documents (for consultancy and sub-contractor works) for an infrastructure project in the value of around $157 million. ​

​

• Advising Singapore Institute of Technology ("SIT") in the development and proposed erection of the SIT Campus at Punggol North, including review of the consultancy agreements, main contract and nominated subcontract tender documentation as well as advice on contractual claim issues. The project comprises of two major development packages with an estimated site area inclusive of open spaces and a community park of 11 hectares (ha).
